The sun-scorched surface of Mercury may be the last place you?d expect to find ice. But NASA?s MESSENGER spacecraft has found the strongest evidence yet of frozen water ? and carbon-rich material ? on the planet closest to the sun.

While Mercury itself couldn?t support life, the findings provide clues about how water and other vital ingredients ended up on Earth, perhaps delivered by comets or asteroids. ?Studying this stuff elsewhere in the solar system is really relevant for the origin of life,? says UCLA planetary scientist David Paige.

He and other scientists describe the findings in three studies published online November 29 in Science.

In the early 1990s, Earth-based radar measurements hinted at the presence of ice when they found mysterious bright spots near Mercury?s poles. The new studies reveal that the spots are indeed water ice. Darker areas may be carbon-rich material blanketing the ice and insulating it from the sun.

?The combination of results has presented a beautiful case for water ice with hydrocarbon infusion,? says Ann Sprague, a planetary scientist at the University of Arizona who was not involved in the studies.

New observations of Mercury?s northern polar regions come from MESSENGER?s laser altimeter, which maps the planet?s topography and measures how reflective the surface is. Simulations of Mercury?s surface temperatures match the laser measurements. Inside shadowy, steep-walled craters temperatures are below -173? Celsius, so frozen water can exist, Paige and colleagues report. Bright areas coincide with regions predicted to be cold enough for ice to be stable, while the dark areas coincide with warmer regions thought to harbor ice only beneath the surface.

?It matched perfectly,? Paige says. ?We actually see bright ice every place we expect to see it.? Temperature models also suggest the ice was once much more extensive but has retreated, leaving behind the darker deposits.

Another line of evidence for frozen water comes from MESSENGER?s neutron spectrometer, which detects how much hydrogen (and therefore, presumably, water) is present. Cosmic rays constantly bombard Mercury?s surface, breaking apart atomic nuclei and scattering neutrons. When the neutrons collide with hydrogen atoms, they lose energy and grind to a halt like a cue ball hitting a billiard ball, says planetary scientist David Lawrence of Johns Hopkins University.

The dearth of neutrons detected near Mercury?s north pole suggests a lot of hydrogen lies just below the planet?s surface, almost certainly as pure ice. The mass of ice could be up to a trillion metric tons.

Scientists think the ice and carbon-rich material probably arrived via comets and asteroids, in a constant pummeling that should mix up the top layers of the crust. ?It?s like you?ve got bunch of people with shovels, reworking the surface,? says Paige. The fact that the bright and dark spots have not yet been mixed in suggests the spots formed fairly recently, in geological terms.

Former SD Gov. Rounds announces run for US Senate

PIERRE, S.D. (AP) ? Former South Dakota Gov. Mike Rounds said Thursday that he will run for the U.S. Senate in 2014, setting the stage for what will likely be a high profile race between the Republican and the Democratic incumbent, Sen. Tim Johnson.

Rounds, 58, said he has worked well with Johnson in the past and considers him a friend. But he said he and Johnson disagree on some key issues.

"At this stage of the game, it's a matter of the direction of this country," Rounds said.

Johnson, 65, has dealt with several serious health issues in recent years that have slowed his speech and required him to sometimes use a motorized scooter when he needs to get around quickly. He had surgery in 2006 to stop bleeding in his brain caused by arteriovenous malformation, a condition that causes arteries and veins in the brain to grow abnormally large, become tangled and sometimes burst.

But in a statement issued Thursday, the popular legislator dispelled speculation that he might not seek a fourth term.

"I feel great, still have work to do and I fully intend to put together a winning campaign in the weeks and months ahead," Johnson wrote, adding that he'd make a formal campaign announcement next year.

Bob Burns, a retired South Dakota State University political science professor, noted that Johnson won re-election in 2008 with 62 percent of the vote, albeit against a lesser-known opponent than Rounds. He said South Dakota voters seem to be understanding of Johnson's physical challenges.

"We know that his mind continues to be keen. While he may take more time to express himself orally than was true in the past, he nevertheless is able to do that," Burns said.

At a news conference announcing his candidacy, Rounds said he is running because he wants to end gridlock in Washington and help reduce the federal deficit, set good farm policies and protect industry from undue regulation. He also said he wants to get rid of major parts of President Barack Obama's health care law that expand Medicaid and subsidize insurance for some people because he doesn't think the government can pay for it.

Rounds said he learned during his two terms as governor that an elected official can stick to principles, such as controlling government spending, and still get things done.

"We need to become a country of cooperation instead of confrontation," he told a crowd of about 100 who showed up for his announcement.

Rounds was a state senator from 1991 to 2001 before serving two terms as governor from 2003 to 2011. After leaving office in early 2011, Rounds returned to his job as president and CEO of an insurance and real estate company based in Pierre.

Johnson was elected to the U.S. House in 1986 and to the Senate in 1996. He was re-elected in 2002 and 2008. He also previously served in the state Legislature.

The state Democratic Party immediately mounted a defense after the morning announcement. Party Chairman Ben Nesselhuf called Rounds a "nice guy with the wrong priorities" for South Dakota.

Johnson was more complimentary.

"I had an excellent working relationship with (Rounds) during his eight years as Governor, and the fact that he has already re-stated his refusal to take the Grover Norquist 'no tax increases under any circumstances' pledge is a very good sign," Johnson said in a statement.

But he added that he still feels great and has work to do.

"In the meantime, I intend to continue to focus on my important work representing South Dakota," he said.

Burns, the political science professor, said Rounds will be a formidable candidate and Johnson represents the Democrats' best chance of keeping the seat.

Rounds became known as "Mr. Nice Guy," after he won the 2002 Republican gubernatorial primary against two other candidates who engaged in a nasty battle of attacks, and Rounds was able to maintain that image through his years as governor, Burns said.

"He left the office of governor without receiving a lot of sharp criticism, but at the same time not garnering undue enthusiasm either," Burns said.

Rounds said he doesn't expect the campaign to begin in earnest until early 2014, but he had to declare his candidacy now to begin building the campaign organization and raising the money needed to challenge an incumbent.

His campaign said his accomplishments as governor included beginning construction of an underground science laboratory at the former Homestake gold mine in the Black Hills, boosting tourism, increasing research at state universities, creating college scholarships, working with the congressional delegation to save Ellsworth Air Force Base from closure in 2005, and helping to make South Dakota a business-friendly state with low taxes.

Rounds said he meant it when he said several years ago he did not want to run for the Senate, but he is running now to make sure his five grandchildren and other young Americans are not saddled with a huge federal debt and have a chance to get an education and good jobs.

"If you can make a difference, you should step forward. That's the reason I'm running. I think I can make a difference," Rounds said.

As we wait to see if Congress and the President will go over the fiscal cliff at the end of the year on taxes and spending, it's important to remember that the options involved are very well known to both parties in Washington, D.C.

It was just a year ago that we were wondering if the "Super Committee" could broker a deal on tax and budget policy - they could not. ?

Since they were unable to reach an agreement, that set in motion the backstop in case nothing happened in Congress - automatic across the board budget savings over the next ten years, totaling $1.2 trillion - half from defense, half from domestic spending accounts.

Please note that I used the word "savings" in the last paragraph, not "cuts" - that is because not all of the $1.2 trillion in across the board savings/cuts would be cuts over the next ten years.

Instead, some of it would be a reduction in the planned growth of government spending.

For example, under current law, the spending limits for the budget outside of Medicare and Social Security - what is known as the "discretionary budget" looks like this in coming years:

2012 - $1.043 trillion
2013 - $1.047 trillion
2014 - $1.066 trillion
2015 - $1.086 trillion
2016 - $1.107 trillion
2017 - $1.131 trillion
2018 - $1.156 trillion
2019 - $1.182 trillion
2020 - $1.208 trillion
2021 - $1.234 trillion

You might notice that the budget will increase without any action by the Congress.

If my math is right, there would be $167 billion in extra spending added in between now (Fiscal Year 2013) and Fiscal Year 2021, but if you were to use $1.047 trillion as the "baseline" for the budget, then spending would go up much more than that.

Imagine if there was a budget "freeze" at $1.047 trillion between 2013 and 2021 - how much would that "save" every year, using the above figures? In other words, how much would you save by not increasing spending as planned over the next eight years above $1.047 trillion?

2014 - $19 billion
2015 - $31 billion
2016 - $60 billion
2017 - $84 billion
2018 - $109 billion
2019 - $135 billion
2020 - $161 billion
2021 - $187 billion

That totals out to $786 billion in increased spending over a "baseline" of $1.047 trillion for the discretionary budget.

That shows you why the "baseline" is so important in these negotiations, because the starting point can determine how much is saved or cut - depending on your point of view.

Those figures are also a reminder that when you hear about $1.2 trillion in automatic budget "cuts" over ten years, that might not provide the full description as both parties battle over the fiscal cliff.

The Philadelphia Eagles have shifted into full-blown evaluation mode.? So why not evaluate another member of the staff as the interim head coach?

With each passing loss, more and more members of the media and fans are pointing out that the time has come to fire Andy Reid.? For two very good reasons, however, owner Jeffrey Lurie should ride it out.

First, is there anyone on the current staff who deserves a crack at coaching the team if Reid is relieved of his duties?? The Eagles haven?t won a game since Todd Bowles became defensive coordinator.? Offensive coordinator Marty Mornhinweg is tied too closely to Reid.? That leaves special-teams coordinator Bobby April.

Second, and more importantly, the firing of Reid and the hiring of an on-staff interim replacement could provide the kick in the pants the players need.? As we explained a few weeks back, current players tend to play hard for an interim head coach, not because they want to help the interim head coach get the job but because they know that, if the interim head coach gets the job, the players are more likely to keep their jobs.

Then, once the interim head coach becomes the permanent head coach, the players can go back to stinking.

So if Reid goes and someone else becomes the interim head coach and a fan base starved for wins finally gets a few of them, the interim head coach could start to look like a good candidate for the job.? It would be better, then, to wait until the season ends, move on from Reid, and find a new coach from outside the organization.

That said, who is really going to want this job?? The Eagles have no clear-cut quarterback, looming salary-cap problems, and an uncharacteristic number (for the Eagles) of aging players.? Recent drafts have featured more misses than hits, and whoever takes the job will have to deal with RG3, Eli Manning, and the Cowboys twice per year.

If Chip Kelly or Jon Gruden have options, they could be inclined to opt for another opportunity.

Western Digital My Book Thunderbolt Duo


The Western Digital My Book Thunderbolt Duo ($849.99 list) is one of the largest capacity drives you can buy. Dual 4TB drives together in a RAID 0 array means that you can hold up to 8TB on one logical volume. While this technically means you can store files larger than 4TB (like raw video or a massive database), it also means you can store a mind-boggling large number of smaller files (say every photo a professional photographer has taken since 1997, in native RAW format). It's a prime choice if you need all that space, but there are faster drives out there that take better advantage of the next generation Thunderbolt port. Think of it as a future-proofed bucket for all your files.

Design and Features
The My Book Thunderbolt Duo comes in a silver colored 6.5 by 4 by 6.25 inch (HWD) desktop drive enclosure. It looks very much like the still available Western Digital My Book Studio Edition II 6TB ($499.99 list, 4 stars), aside from the fact that the WD Studio Edition II has a capacity gauge its front panel. Instead, the Thunderbolt Duo has a simpler power/drive use LED. In the back are two 10Gbps dual-channel Thunderbolt ports, the jack for the AC adapter, and a Kensington lock port. Unfortunately, the Thunderbolt Duo lacks a USB 3.0 port or FireWire 800 port, both of which would be helpful if you ever needed to transfer files with a PC or Mac that lacks a Thunderbolt port. Make sure to transfer files from your old drive over the network or using a Mac with both types of ports.

The My Book Thunderbolt Duo comes with two capacious 4TB Hitachi hard drives pre-installed, and configured for RAID 0 (striping). This isn't as odd as it sounds, since Hitachi and Western Digital are now corporate cousins. This gives you 8TB of storage, which is one of the largest capacities available in a desktop drive enclosure. You can use the included WD Drive utilities to reconfigure the Thunderbolt Duo as a RAID 1 array (protected 4TB drive) or as a pair of individual 4TB drives (JBOD). You can pop the top panel open with a touch, exposing the drive cage. After undoing a thumbscrew and lifting out another panel, you can access the My Book Thunderbolt Duo's two drives. This is handy for the sorts of folks who burn out hard drive mechanisms often, like video editors. You can ask Western Digital for replacements during the drives' three-year warranty. The drives come pre-equipped with slide in pegs and easy to use handles, so you can replace them a few minutes without using a screwdriver.

The drive comes with an installer for WD Drive Utilities, which lets you register the drive, set drive security (256-bit encryption), run diagnostics, format the drive, set the RAID level, and set a sleep timer for the drive. The sleep timer is important, since you don't want the drive to run 24/7 and risk burn out unnecessarily. The drive comes formatted for HFS+ (native Mac format), which means you can use it with Time Machine out of the box. The two Thunderbolt ports on the back are interchangeable; you can connect your Mac to one port, then daisy chain other drives or a display to the other port. Thankfully, the 8GB version of the My Book Thunderbolt Duo comes with one Thunderbolt cable, so you don't have to shell out an extra $49 for Apple's cable. Lower capacity versions (4TB and 6TB) do not come with a cable, so you'll have to add one to the cart when you buy the Thunderbolt Duo.

Performance
The Thunderbolt Duo's speed rivals that of a solid-state drive on some operations. The drive took a short six seconds to transfer our 1.2GB test folder, a faster time than the 17 seconds of the SSD-powered LaCie Rugged USB 3.0 Thunderbolt (120GB SSD) ($299.99 list, 4.5 stars), equal to the Editors' Choice LaCie Little Big Disk Thunderbolt (1TB SSD) ($999 list, 4.5 stars), and about twice as fast as the LaCie 2big Thunderbolt Series (6 TB) ($749 list, 4 stars).

The My Book Thunderbolt Duo is also a smidge faster than its faster cousin, the Western Digital My Book VelociRaptor Duo ($899 list, 4 stars) on the drag and drop test (11 seconds). However, the VelociRaptor Duo is a lot faster at the AJA system test, which simulates the sort of drive transfers that are commonplace in the video editing world. The Thunderbolt Duo is capable of good scores: 257MBps read and 263MBps write scores at the AJA system test. The VelociRaptor Duo speeds along with a 374 MBps read speed and 343 MBps write speed, handily beating the 2big drive (320MBps Read, 304MBps Write), but coming in behind the Little Big Disk (620MBps read, 380MBps Write). This means that the Thunderbolt Duo is fast, the Velociraptor Duo is faster, but the Little Big Disk is the fastest. Granted, they all have different capacities and markets, matching their relative speeds.

The My Book Thunderbolt Duo concentrates on capacity. Weighing in at 8GB, It's one of the largest capacity drives we've tested short of a multi-disk NAS array. It's larger and faster than older FireWire 800 drives by a long shot. It's also much larger (but slower) than its speedy sibling the Western Digital My Book VelociRaptor Duo (2TB), and all are significantly slower than the Editor's Choice for external drives, the La Cie Little Big Disk Thunderbolt (1TB). If you absolutely, positively need 8TB for your large database, scientific, or graphics files in a single volume and are looking to keep your drive future-proofed, then the My Book Thunderbolt Duo is a very good choice, but there are faster drives (with much lower capacity) at this price point.

The Western Digital My Book Thunderbolt Duo comes in as a high-speed drive for graphics designer and scientific professionals. While not as capacious as the LaCie 2Big Thunderbolt, it is significantly faster. It's also faster on write operations and has much more capacity than SSD-powered solutions like the LaCie Little Big Disk and Rugged Thunderbolt solutions. That sea level is rising faster than expected could mean that the Intergovernmental Panel on Climate Change's (IPCC) sea-level rise projections for the future may be biased low as well, their results suggest.

Sea-level rise potentially affects millions of people all around the world in coastal areas as well as megacities like Tokyo.

"Global temperature continues to rise at the rate that was projected in the last two IPCC Reports. This shows again that global warming has not slowed down or is lagging behind the projections," Rahmstorf says. Five global land and ocean temperature series were averaged and compared to IPCC projections by the scientists from Potsdam, the Laboratoire d'Etudes en Gophysique et Ocanographie Spatiales (LEGOS) in France and the US based Tempo Analytics. To allow for a more accurate comparison with projections, the scientists accounted for short-term temperature variations due to El Nio events, solar variability and volcanic eruptions. The results confirm that global warming, which was predicted by scientists in the 1960s and 1970s as a consequence of increasing greenhouse concentrations, continues unabated at a rate of 0.16 C per decade and follows IPCC projections closely.

Data of sea-level rise provided a different picture though. The oceans are rising 60 per cent faster than the IPCC's latest best estimates, according to the new research. The researchers compared those estimates to satellite data of observed sea-level rise. "Satellites have a much better coverage of the globe than tide gauges and are able to measure much more accurately by using radar waves and their reflection from the sea surface," Anny Cazenave from LEGOS explains. While the IPCC projected sea-level rise to be at a rate of 2 mm per year, satellite data recorded a rate of 3.2 mm per year. The increased rate of sea-level rise is unlikely to be caused by a temporary episode of ice discharge from the ice sheets in Greenland or Antarctica or other internal variabilities in the climate system, according to the study, because it correlates very well with the increase in global temperature.

"In contrast to the physics of global warming itself, sea-level rise is much more complex," Rahmstorf says. "To improve future projections it is very important to keep track of how well past projections match observational data." Rahmstorf stresses that "the new findings highlight that the IPCC is far from being alarmist and in fact in some cases rather underestimates possible risks."

From degeneration to regeneration: Advances in skeletal muscle engineering

ScienceDaily (Nov. 26, 2012) ? A study published today in BioMed Central?s open access journal Skeletal Muscle reports of a new therapeutic technique to repair and rebuild muscle for sufferers of degenerative muscle disorders. The therapy brings together two existing techniques for muscle repair ? cell transplantation and tissue engineering ? specifically, mesoangioblast stem cells delivered via a hydrogel cell-carrier matrix.

A number of conditions can lead to considerable degeneration or loss of skeletal muscle and, since skeletal muscle has a limited capacity for self repair, therapies for muscle reconstruction or regeneration are often necessary. There are currently two ways to rebuild muscle: cell transplantation, whereby stem cells are injected directly into the muscle or arteries, and tissue engineering, whereby cells are embedded on a biomaterial scaffold to reconstruct a whole muscle.

Stem cell transplantation on its own can be limited by poor cell survival, but the authors hoped that the technique in combination with tissue engineering could increase the chances of efficacy for localized disorders of muscle.

The research team, comprised of researchers from institutions all over Europe, embedded Mab cells within a polyethylene glycol and fibrinogen (PF) hydrogel scaffold that has a proven track record in tissue and cardiac engineering. The Mab/PF grafts were then injected into mice, directly into the chronically inflamed and sclerotic regions typical of the advanced stages of muscular dystrophy. The team observed increased engraftment and survival of Mabs when injected with PF than with Mabs suspended in saline solution.

Five weeks after treatment, analyses revealed that Mabs had better integrated into regenerating muscle fibers when used with a PF carrier than when used without. In addition, there was better organization of muscle fibers when Mabs was used in combination with PF.

Lead author Cesare Gargioli commented, ?This study demonstrates a novel tissue engineering approach that is capable of producing enriched donor cell engraftment into skeletal muscle after an acute injury or in more-difficult-to-treat advanced-stage muscular dystrophy. Both Mabs and PF are currently undergoing separate clinical trials, but their combined use may increase efficacy for sufferers with more localized forms of muscular dystrophy or disorders that lead to damage of skeletal muscle, including hernias and sphincter disorders.?

Specifications of Recreational Craft Directive

The RCD is legislation which wants the new boats to abide the standards in areas like construction and stability. It also has specifications for appropriate installation of systems like electrics, LPG or fuel.

Evolution of the directive
The original RCD, 94/25/EC, was enacted in 1994 and came into force on 16 June 1996. It had a transition period which ended on 15 June 1998.
In 2003, an amendment was introduced by the Commission, 2003/44/EC, which was aimed to bring jet ski craft into the scope of the RCD and introduce requirements for exhaust and noise emission.

Purpose of the directive
The Recreational Craft Directive (fritidsb?tsdirektivet) was introduced, by the European Commission, to ensure a constant level of safety in the manufacture and design of recreational crafts across the whole European Economic Area.

Application of the directive
The RCD applies to all crafts intended to be used for recreational and sporting purposes with a hull length of between 2.5metres to 24metres. Some particular items of the product are also covered under the directive such as steering wheels, cable assemblies, fuel hoses, fuel tanks, and prefabricated hatches.

Exclusions of the RCD
Some crafts are excluded from the directive which are as follows:
Crafts solely designed for racing
Sailboards and surfboards
Canoes, pedaloes, and kayaks
Hovercraft and hydrofoils

Historical replicas
Submersibles

Crafts to carry passengers for commercial purposes
Crafts built for personal use by the builders are also not covered under the directive, if they are not subsequently placed in the market for at least five years.
Recently ski jet has been covered under the RCD and now CE marking for jet (ce-m?rkning vattenskote) has also become an obligation.

Administrative requirements
The administration requirements of the directive are that the product should be marked with a CE label and accompanied with a technical file. If you have a complete craft, the file must also include reports demonstrating that the craft has stability to work under anticipated sea conditions. The manufacturers are also required to carry a declaration of conformity.

The Recreational Craft Directive (fritidsb?tsdirektivet) also has some safety requirements. The craft must be placed in the market along with a user guide for safety instruction. According to the new amendments, standards are also set for noise and exhaust engine emission, which have to be strictly followed for environment safety.
The directive covers a long list of items including medical equipments, gas appliances, construction products, heavy weighing equipments, toys, and many more. You should search the web to get the entire list and see if your product comes under the European Union's Directive for crafts.

Wreck victims on family's first Thanksgiving apart

BEAUMONT, Texas (AP) ? The children of a Houston-area couple killed during Thursday's massive interstate wreck in Texas say this year was the family's first Thanksgiving apart.

Authorities are investigating the chain-reaction wreck that involved more than 100 vehicles, many of which were left twisted on top of each other. The wreck killed the couple and injured at least 80 other people during heavy fog along Interstate 10 near Beaumont.

Twelve people remain hospitalized in serious condition, the Texas Department of Public Safety said in a statement Friday.

Vincent and Debbie Leggio were on their way to Louisiana for a gambling trip when their vehicle was caught in the wreck, sons V.J. and Richard Leggio told KHOU-TV.

"My parents are wonderful loving people ? all who knew them knew that," V.J. Leggio told the station. "They will be sorely missed ? sorely missed."

He said he worked with his father at the family business, Vinco Electric in Pearland, the Houston suburb where his parents lived.

"We had a good relationship," he added. "We got to spend time together golfing and fishing, and I'm so thankful for that now."

The wreck occurred southwest of Beaumont, on Texas' Gulf Coast. The heavy fog made it hard for law enforcement to determine at first how many wrecks had occurred.

According to the Texas Department of Public Safety, a crash on the eastbound side of the highway led to other accidents in a dangerous chain reaction. There were multiple crashes on the other side of the highway as well.

Texas Department of Public Safety Sgt. Chuck Havard told KFDM-TV on Friday that investigators will work to determine whether any drivers will face charges.

Phone messages left Friday by The Associated Press for law enforcement officials weren't returned.

What Is The ROI Of Student Loans? - My Personal Finance Journey

If you are looking at the thousands of college graduates with an average of $26,000 in student loans and wondering if going to college or getting an MBA in Finance?makes financial sense, this article hopes to provide some context. I will review my personal experience and whether or not the $22.5k in student loans I took on getting my degree was financially the right decision.

ROI for My Education / Student Loans

With so many variables, it is difficult to talk about the ?average? student, so here is a personal example, mine.

Now, this calculation may not receive a passing grade in any finance class, but it is a simple calculation to determine if my college loans were a good investment?

Before I went to college, I ?could? have received a full time job in a factory where I worked for $15/hr. Instead, I went to a university, spent everything I made on my $15k/year school, and graduated with $22.5k in student loans 5 years later. When I graduated, I was lucky and received an engineering job that made $30/hr.

In Summary:

  • Pre-Education Earnings = $15/hr
  • 5 years in school and graduated with 22.5k in student loans
  • Post Education Earnings = $30/hr
  • Average Raise = 4%
  • Rate of Inflation = 3%

Assuming regardless of whether I went to school or not, I would earn a 4% raise per year and the rate of inflation would be 3%, here are the results if I could go back in time to the age of 19?
  • Value of my Lifetime Earnings when I was 19 (without my college degree) = $1.5M
  • Value of Lifetime Earnings when I was 19 (with my college degree) = $2.2M

So, for a $22.5k investment in my education, I received a $700k benefit, a 31x return on my investment.

When Does College Not Make Financial Sense?

So, for me, I am confident that I made the right financial decision to get an education. But, the question then becomes who is the ?marginal? student who would be better off financially not going to school.

Excluding the obvious cases, like spending money on tuition and then dropping out (although I am not sure if Bill Gates or any of the other 10 richest dropouts are missing their tuition money).

For a positive ROI on $26k in students loans and 4 years in college, you need to increase your $/hr earnings by $8 over what you would earn without a degree.?
This assumes you have an alternative to either make $20/hr or go to college.
If you can make $20/hr now, then you will need to make $28/hr when you graduate to make your $26k and 4 years in college a good financial investment.

Factors This Simple Calculation Didn?t Consider

Life Experiences

This article looked at this question from a purely financial standpoint. I will leave it to others to determine the non-financial benefits of going to college.

Ability to Handle Job Change

The calculation above assumed you would have 1 job whether you went to college or not, and therefore, may not be appropriate. So, we should add an adjustment factor in for which option would provide you with a better ability to cope with a job change.

Rate of Salary Increases

You will have to ask yourself which job is more likely to get bigger raises each year.

Keeping Up With the Joneses

This factor is interesting. Based on the studies documented in the book,?The Millionaire Mind, if you graduate college with a high paying job, you will want to make up for lost time and spend more than your non-college educated self to attain your "picture-perfect-life."

Grassley office: Leahy working behind closed doors on privacy bill

Iowa Republican Sen. Chuck Grassley?s office leveled charges of working behind closed doors at Senate Judiciary Committee Chairman?Patrick Leahy and his office following?allegations and denials?that he is aiming to allow law enforcement?s push for warrantless surveillance.

Leahy?s office first used Twitter and his?website to hit back against criticism following a Tuesday CNET?report?about the senator?s proposed?amendment?to a bill affecting two 1980s-era surveillance bills ? the?1988 Video Privacy Protection Act, and the 1986 Electronic Communications Privacy Act (ECPA).

Now Grassley, the committee ranking member, is charging that his office has been kept in the dark regarding the development of the bill.

Grassley spokeswoman Beth Levine told The Daily Caller on Wednesday that neither ?Sen. Grassley nor his staff have seen the new legislation proposed by Sen. Leahy,? stating that the bill is being rewritten ?behind closed doors.?

?But, judging by the concerns on both sides of the issue, it may be time to take a step back, hold additional hearings to address concerns, and discuss the issues being raised instead of rewriting the bill behind closed doors,? she added.

The 1988 Video Privacy Protection Act was first crafted to prevent the ?wrongful disclosure of video tape rental or sales records.? The privacy protections applied to email, telephone and electronically stored data via ECPA, and were subsequently amended and weakened by various acts, including the Patriot Act.

Leahy first announced his effort to reform ECPA over two years ago, and introduced his ECPA amendment in the spring of 2011 to guarantee user privacy protections in the face of rapid communications technology innovation.

Law enforcement, afraid of losing the ability to monitor and track the digital communications of suspects and criminals, is asking lawmakers for broader surveillance capabilities.

Leahy?s office did not respond to TheDC?s request for further comment about who the senator has been working with on the issue.

A Senate Judiciary Committee aide, however, told TheDC that Leahy and his staff have had, and continue to have, discussions with various stakeholders in the privacy community, law enforcement ?and many others.?

Leahy has also held?at least two hearings on the issue since he first introduced the bill.

Despite Leahy?s calls for bipartisan and engagement on ECPA reform, Grassley?s office maintained that Leahy?s staff were non-responsive to their attempts to reach out to Leahy staffers to address concerns.

?Sen. Grassley?s staff reached out to Chairman Leahy?s staff a couple times since the September business meeting of the committee to address the?concerns with the ECPA provisions before the chairman again brought up the bill for committee consideration, but they were not responsive,? Levine said.

?This process of working behind closed doors is a big problem and not the solution given such a complex issue with so many equities on the topic,? she said.
